Duties

  • You will serve as the Division Head for the Quality Management Department at the Naval Foundry and Propeller Center (NFPC).
  • You will be responsible for planning, directing, and executing the full spectrum of the command's Quality Assurance and Quality Control programs.
  • You will serve as the principal advisor to leadership on all quality assurance matters, acting as the administrator and executor of the enterprise-wide Quality Management System.
  • You will develop and implement the strategic vision and long-range objectives for the QMS.
  • You will provide leadership and technical expertise for all quality programs, ensuring that products and processes, including the manufacture of complex naval propellers, comply with all technical standards and ISO-9001 requirements.
  • You will serve as the technical authority on ISO-9001 compliance, lead complex external registrar audits, and manage root cause analysis for major non-conformances.
  • You will lead investigations into critical quality failures and drive systemic continuous improvement initiatives and present findings and strategic recommendations to executive leadership to enhance quality across the command.
  • You will plan and direct the work of subordinates in the quality assessment, materials testing, and program administration branches.
  • You will manage all personnel functions, including evaluating performance, making hiring decisions, and fostering employee development.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing and providing technical oversight of comprehensive quality assurance programs within a complex industrial or manufacturing environment. Specialized experience must also demonstrate the following: Applying quality assurance concepts and methodologies, such as those within an ISO-9001 framework, to sustain a Quality Management System (QMS) in an industrial or manufacturing environment. Leading or serving as a primary liaison for internal or external quality audits, coordinating responses, or managing corrective actions for non-conformances. Providing technical oversight of quality control activities related to manufacturing processes such as materials testing, welding, or non-destructive testing. Leading teams or projects to analyze quality problems, perform root cause analysis, or implement process improvements using methodologies like statistical process control or Lean Six Sigma.
