Summary

Duties

  • You will oversee all training programs for NFPC. Take full responsibility for planning, logistical support, curriculum development, evaluation, organization, implementation, and training analysis.
  • You will oversee the development of long-term training plans, individual training plans, and course content standards and objectives.
  • You will collaborate with managers to assess needs and align training initiatives with future workload requirements and evolving technologies.
  • You will take responsibility for the development and implementation of all policies and procedures for the NFPC formal training and education plan. Formulate and recommend new policies or changes as needed.
  • You will develop and maintain working relationships with all divisional managers to ensure training programs meet the needs of production.
  • You will coordinate with external entities, like the Naval Branch Clinic, to ensure medical and certification requirements are met.
  • You will lead and develop a team of training professionals. Plan and assign work, set priorities, evaluate performance, make hiring decisions, and provide professional guidance and instruction to subordinates.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (or GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector, managing or leading major components of an instructional or workforce development program, including curriculum development, training analysis, and program evaluation. Specialized experience must demonstrate the following: Experience leading or administering components of a workforce development or training program, such as program planning, curriculum development, or training analysis. Experience analyzing the effectiveness of training programs using qualitative or quantitative techniques to provide recommendations for improvement to management. Experience interpreting training regulations or policies to provide staff advice or to formulate recommendations for new local policies and procedures. Experience developing or overseeing the creation of curriculum, course content, or long-range training plans for a workforce. Experience leading training projects or coordinating with stakeholders to develop and implement new training initiatives. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. ***A transcript must be submitted with your application if qualifying using education.
