DEPUTY DIRECTOR OF FINANCIAL MANAGEMENT

Summary

Duties

• You will provide executive leadership and establish financial policy to align the command's financial posture with strategic objectives.
• You will direct long-range financial strategies to support the mission, industrial base modernization, and production capacity.
• You will oversee the direction, development, and implementation of all financial management policies and programs. Direct the integration of financial operations with engineering, production, logistics, and contracting.
• You will lead the command's audit readiness program, ensuring full compliance with DoD audit standards (FIAR). Implement corrective actions for audit findings and ensure sustainable internal control environments.
• You will assist in command-level budget formulation, justification, and execution. Provide interpretive and analytical advice on financial transactions and prepare financial reports and briefings for senior leadership.
• You will exercise full supervisory responsibility for the Comptroller Department. Plan and assign work, set priorities, evaluate performance, make hiring decisions, and lead the professional development of the financial management workforce.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (or GS-13 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying financial management principles to the execution of budget, accounting, or financial reporting functions. Experience managing financial resources to support organizational programs and operations. Experience interpreting and applying financial laws, regulations, and policies to direct or advise on the management of funds. Experience leading or supporting audit readiness, internal controls, or corrective actions related to audit findings. Experience analyzing financial data or program execution to identify trends, variances, or financial issues and recommend solutions to leadership. Experience serving as a senior team member or project lead responsible for mentoring other financial analysts and coordinating the work of a team. Experience coordinating financial management activities across organizational functions. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. ***A transcript must be submitted with your application if qualifying using education.
