Duties
- You will act as the lead advisor to leadership on all personnel management programs and coordinate the full range of administrative activities related to staffing, classification, manpower, hiring, recruiting, retention, and other personnel actions.
- You will review, analyze, and interpret external policies that impact personnel and draft and implement supplemental administrative policies and procedures to support program operations.
- You will administer the agency's Records Management, Policy, and Directives Programs.
- You will manage workforce and personnel metrics, staffing plans, and workload data as directed by senior management to identify and capitalize upon opportunities for process improvement.
- You will be responsible for the command's security program, including policy development, implementation, and oversight of Personnel, Information, Industrial, Physical, and Operations Security, among other related disciplines.
- You will plan work to be accomplished by subordinates, set and adjust priorities, and assign work based on employees capabilities.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing management advisory services and leading major administrative programs, such as human capital management, security, or general administration. Specialized experience must demonstrate the following: Coordinating civilian personnel liaison functions, including overseeing recruitment, classification, or executing complex staffing actions in coordination with human resources offices. Drafting, implementing, or evaluating organizational directives, administrative policies, and records management programs to improve operational efficiency. Conducting detailed management studies, workforce planning audits, or operational evaluations to identify staffing bottlenecks and provide data-driven recommendations to senior leadership. Interpreting new regulations, developing staff advice, and formulating or recommending new policies and procedures based on OPM directives executive orders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
