This vacancy is for an Export Policy Analyst in the Bureau of Industry and Security within the Department of Commerce.

Duties

• As an Export Policy Analyst, you will perform the following duties: Researches, analyzes, summarizes and briefs senior leadership on business and trade policy issues related to export licensing and regulatory policy for sensitive commodities ,software, and technologies. Analyzes key business and industry policy issues and contributes to significant agency decisions, policy recommendations and positions. Makes recommendations to senior leadership on operational and/or programmatic enhancements and provide interpretative options of the Export Administration Regulations (EAR) so as to support and promote the foreign policy and national security objectives of Bureau of Industry and Security (BIS) and the United States. Demonstrates expert-level analytical and technical writing proficiency by independently drafting Operating Committee Licensing Decisions (OCLDs) and Interagency Licensing Decisions (ILDs) involving highly sensitive and complex cases; and lead the organization, management, and strategic preparation of briefing materials for the Advisory Committee on Export Policy (ACEP) and prepare briefing materials as necessary for the Export Administration Review Board (EARB), ensuring that discussions address multifaceted regulatory challenges and policy priorities. Applies advanced research and analysis skills to draft OCLDs and ILDs in strict accordance with the Export Administration Regulations (EAR) and collaborates with interagency licensing officers, guiding and reviewing cases for Operating Committee deliberation and resolution. Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as: Independently analyzing and communicating sound and authoritative findings on highly complex and sensitive export controls, compliance issues, policies and directives and analyzing, interpreting and conducting research in order to prepare background documentation, draft reports and white papers for senior leadership as it pertains to export compliance and export controls.
