Duties
- As a Director, Office of Antiboycott Compliance, you will perform the following duties: Oversees the conduct of the Office of Antiboycott Compliance that has national or international impacts on the antiboycott compliance program. Ensures that these operations are accomplished in a manner that makes the most effective use of Department resources. Develops ways in which antiboycott operations and research projects can be enhanced and the effectiveness of research and operations staff improved. Makes changes and improvements to research and operations that will facilitate the most efficient and economical operations. Directs the interpretation and development of policies and guidelines, procedures and instructions for use by Office of Antiboycott Compliance. Serves as senior representative for the agency in providing complex responses/ analyses to multiple audiences in Antiboycott policy, regulations, procedures and conveyed issues of concern. Provide guidance to senior level officials on all antiboycott compliance related matters. This Job Opportunity Announcement may be used to fill other Director, Office of Antiboycott Compliance GS-1801-15, FPL GS-15 positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience. Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as: Managing an organization or office and directing regulatory or compliance programs, to include complex activities such as conducting audits and/or undertaking investigations; and Evaluating international trade documents to ensure compliance with regulatory requirements (e.g. licensing or paperwork requirements) that apply to, among others, exports or imports of items and services, or the financing thereof; and Coordinating with U.S. Government agencies, domestic and foreign companies, and/or foreign governments on foreign policy and/or national security matters, including on regulatory requirements (e.g. reporting, certifications) and on development of compliance materials; and Advising senior leadership on sensitive regulatory or compliance issues and decisions; and Mentoring and training senior and junior employees on regulatory issues and procedures.
Requirements
You must be a U.S. citizen to apply for this position. This position requires a TOP SECRET/SCI CLEARANCE: Any required investigations and clearances must be completed before the selectee can be placed in the position. You must successfully pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs.
