Duties

  • This position serves as an Exhibition Project Manager in the Exhibit Office (EO), Center for Exhibits and Interpretation (CEI), Chief of Staff , Office of The Librarian, at the Library of Congress (LOC) and reports to the Chief of Interpretation. The incumbent will facilitate and manage project from all aspects of an assigned portfolio of new permanent exhibitions, changing exhibitions, collections-based installations, exhibit rotations, and other special projects from the point of their approval by the Center for Exhibits and Interpretation and Library leadership, through design, bid, fabrication/installation, maintenance and project closeout. As the Exhibition Project Manager, you will: Lead the day-to-day project management activities related to exhibit development and installation. Collaborate with Exhibit Directors and other EO staff to identify phases of exhibitions to be provided by contractors; prepare and justify requests for contract resources and pre-award documents such as statements of work (SOWs), cost estimates; manage the post-award phase of contract assignments and monitors progress and work of exhibit production related contractors. Lead project planning and implementation efforts in accord with project requirements. Conduct research to gain understanding of business environments, customer and operational requirements, agency limitations, decision making processes, and strategies to create an effective project and program planning and implementation strategy. Coordinate, integrate and monitor project activities. Implement and manage project changes and interventions to achieve project outputs and goals. Collaborate with project stakeholders both internal and external; lead cross-functional teams of exhibit specialists, and Library vendors (i.e. design services, media development services, AV systems, fabrication and installation services, graphic production services, and mount making services) from within and outside the Library in project design, implementation, and closeout. Serve as Contracting Officer's Representative (COR), performing all required duties of a COR, including not limited to overseeing contractors, approving or recommending payments and modifications, and ensuring that contractor provided services are effectively integrated with inhouse work. Create and maintain detailed project scheduling (near and long range), managing each project to schedule and approved working budget, coordinating and facilitating cross-EO departmental planning and logistics meetings. Maintain proper storage and organization of digital and physical exhibit related files and documentation. Create and contribute databases, spreadsheets, project management software, and other automated tools/records for the purpose of documenting, tracking, presenting, and analyzing information. Perform other duties assigned. The position description number for this position is 470651. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a Compflex work schedule. This is a non-supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to manage projects in support of exhibition program goals. ** Ability to conduct procurement and contract administration.** Ability to provide exhibit program management, evaluation, and oversight.** Ability to interact collaboratively with others to provide liaison services. Ability to communicate in writing. Ability to communicate effectively other than in writing.
