The Directorate provides for the collection and analysis of data on injuries and deaths associated with consumer products. The Directorate has a multi-disciplinary staff of statisticians, analysts, and information specialists in two divisions: Data Systems and Hazard Analysis.

Duties

• As the Associate Executive Director (AED) for the Directorate of Epidemiology, the incumbent serves as the principal statistician for the Consumer Product Safety Commission, providing consultative and advisory services to the Chairman, Commissioners, the Executive Director, Assistant Executive Directors, and scientists throughout CPSC. Specific activities associated with this position include: Provides leadership in applying scientific methods to develop systems for surveillance, investigation, and evaluation of injury data related to product hazards. Recommends and/or establishes management policies and makes decisions concerning long- and short-range planning, priorities, program emphasis, budgeting, staffing, and overall organizational structure. Maintains the Directorate of Epidemiology's Risk register and works to continuously strengthen its operating internal controls. Delineates functional responsibilities; plans, recommends, and implements organizational structure for the Directorate; delegates authority as needed. Responsible for the timely and successful completion of all Commission annual operating plan projects and performance goals assigned to the Directorate for Epidemiology. Manages the collection, analysis, and dissemination of data on consumer product-related hazards and potential hazards, determining the frequency, severity, and distribution of injuries. Oversees epidemiological studies and research, including fatality surveillance and sentinel system data used to identify emerging hazards. Responsible for risk assessments based on injury data for physical, thermal, and electrical hazards in consumer products. Directs the full range of organizational activities, including: developing consumer product indices of injuries and related retrieval systems; collecting data through NEISS and NEISS-R; managing fatality surveillance systems and sentinel activities; analyzing data using surveillance and investigation information; initiating and coordinating in depth investigations of injuries associated with consumer products; overseeing contracts for injury and fatality and other data contracts; and producing reports based on NEISS and NEISS-R, fatality surveillance, sentinel systems, investigations, and other programs. Makes operational decisions within broad CPSC policy and presents recommendations to the Assistant Executive Director for Risk Reduction in cases affecting policy or requiring new policy determinations. Establishes and monitors controls to review epidemiological program performance, with emphasis on identifying scientific and technological issues. Manages and directs the development, design, and modernization of the National Electronic Injury Surveillance System (NEISS and NEISS R), fatality surveillance activities, and sentinel data systems.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. 1. Knowledge of scientific methods required to develop systems for surveillance, investigation, and evaluation of injury data. 2. Extensive knowledge of and experience in statistics, and its application to product safety, sampling and testing, and hazard evaluation. 3. Ability to serve as the authoritative expert to effectively communicate statistical methods, results and interpretations to higher/diverse constituencies (e.g., contractors, other governmental officials and the general public) to advise and coordinate all aspects of the Commission's epidemiology program. 4. Demonstrated skill in management principles, practices, process improvement and the administration of a technical program in a multidisciplinary setting. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Education

Mandatory Education Requirement. All applicants must meet one of the following requirements to qualify: A. A bachelor's or higher degree which included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. OR B. A combination of education (courses as described above) and experience in the full range of professional statistical work. A master's degree in statistics is highly desirable.
