Summary

About the Position: In this position you will serve as a financial management analyst performing a wide range of financial, analytical, acquisition management, and cross-servicing agreement management functions. In addition, serves as the command focal point for all support agreements, memorandums of understanding (MOU), memorandums of agreement (MOA), etc for United States Africa Command (USAFRICOM).

Duties

  • Serve as a financial management analyst performing a wide range of financial, analytical, acquisition management, and cross-servicing agreement management functions for United States Africa Command (USAFRICOM).
  • Plan objectives and operations, conduct on-site investigations and evaluate the analysis of program effectiveness.
  • Coordinate with, diverse workforce teams, to include executive levels of management in the acquisition/support agreements community to assist in execution of financial improvement.
  • Support financial audit readiness through reconciliations, resolution of financial transaction discrepancies, and financial system monitoring
  • Apply budget-related laws, regulations, policies, precedents, methods, and techniques in order to develop long range plans and policies.
  • Serve as the command focal point for all support agreements, memorandums of understanding (MOU), memorandums of agreement (MOA).
  • Manage core financial systems to ensure feeder systems are properly interfacing data.
  • Serve as financial advisor, providing expert interpretation, and recommendations on all financial matters, policies, and regulations.
  • Evaluate program execution to perform extensive analysis, and to advise the organization with recommendations for improvements.
  • Apply analytical reasoning and the ability to apply that skill in the identification, analysis, and conceptualization of problems.

Specialized Experience: One year of specialized experience which includes 1) managing the lifecycle of support agreements such as 7600A General Terms & Conditions (GT&C), Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU) to include facilitating the preparation, coordination, and periodic review of these documents; 2) advising on financial matters, policies and regulations; 3) supporting financial audit readiness by such activities as resolving accounting issues (e.g., unliquidated obligations) and reconciling out of balance conditions This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
