Summary
About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with Headquarters U.S. Africa Command Operations Directorate Joint Intelligence Center in Stuttgart, Germany.
Duties
- Plans and performs Sensitive Compartmented Information (SCI) Security Management functions in all security disciplines.
- Manages and monitors all security actions and procedures necessary for the accreditation of temporary and permanent Sensitive Compartmented Information Facilities (SCIFs).
- Provides guidance to SOCAFRICA and its subordinate component commands on Sensitive Compartmented Information (SCI) and Special Security Officer (SSO) policies, procedures, and regulations.
- Monitors the security administration and management of SCI pertaining to the receipt, control, safeguarding, and accountability of SCI products and materials.
- Performs basic supervision, such as ensuring that work schedules are met, staffing is adequate to accomplish assigned tasks, and adequate equipment and supplies are available for employees.

You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as Experience in 1.) interpreting guidance and policy for Special Compartmented Information Facility (SCIF) responsibilities and 2.) processing SCI personnel requirements, and determining individual's SCI eligibility, investigating sensitive compartmented information (SCI) security violations. Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. *** Please Note ***Employees (and their family members) who require medical or dental care in overseas areas may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. -In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location. Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage. -If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. -If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for Early Intervention Services (EIS) will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI1342.12 and DoDM 1342.12. -Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. SPeD Certification Program - It is approved by the Assistant Secretary of the Army for Manpower and Reserve Affairs for use in the Army via the following memorandum: Memorandum, Assistant Secretary of Army for Manpower and Reserve Affairs, dated 8 September 2015, subject: Security Professional Education Development (SPeD) Certification Program. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent to obtain the SFPC certification within their first two years of employment. Subsequent SPeD certifications are required with the requirement to complete one per year each consecutive year thereafter in the order mandated by the SPeD certification sequence and/or as mandated by the position supervisor and/or organization leadership. Emergency-Essential (E-E) position - Anthrax inoculation program participation may be required to meet deployment requirements. This position is considered E-E in support of Army's mobilization and wartime mission during periods of increasing tension and mobilization. Position is considered E-E because (1) no qualified and immediate replacement exists; and (2) having it vacant would (a) impair the effective operation of essential military support systems, or (b) adversely impact the combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Services. E-E Civilians are required to sign a DOD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority. Single parents or families, where both parents are emergency essential, are required to prepare a family care plan. E-E employees may be required to undergo nuclear-biological and chemical training, and to participate in readiness tests, mobilization, alerts, and field training exercises. Employees must pass a medical examination and receive required immunizations for the overseas/deployed location. E-E employees may be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments. Cyber work role (except Data, AI, and/or Software Engineering) assigned proficiency level: 1) Foundational qualification requirements within 9 months, 2) Resident qualification requirements within 12 months, 3) 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).
