Summary

About the Position: The primary purpose of this position is to provide a variety of workforce management services essential to EUCOM's operations, serving as a principal liaison across the full spectrum of workforce management and support activities for civilian personnel in the assigned directorate(s).

Duties

  • Review internal organizational requirements and assess turnover ratio, mission and technology needs and changes, staffing trends, and competency gaps/deficiencies.
  • Corroborate with the ECJ1 Manpower office on Joint Table of Distribution (JTD) updates, monitors authorizations and assignments, and tracks impending gains and losses.
  • Assist managers and developing and updating position descriptions and work with supervisors on requests for organizational structure changes, ensuring compliance with local directives and regulations.
  • Provide advice and assistance to managers, supervisors, and employees on processes and procedures for performance management (DPMAP), the civilian awards and recognition program, and personnel training.
  • Conduct in-processing for new employees and out-processes departing employees, providing guidance on benefits, entitlements, and installation clearance procedures.
  • Ensure mandatory training for civilian employees is scheduled, tracked, and properly documented.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Requirement: Specialized Experience: One year of specialized experience which includes 1) reviewing staffing information to support routine assessments of personnel changes and basic organizational needs; 2) processing personnel action documents by checking for completeness and providing simple guidance on required materials; AND 3) supporting employee services by tracking training, preparing onboarding materials, and maintaining personnel records in automated systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources management, business administration, public administration, or industrial organizational psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-09 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). GS-11 Requirement: Specialized Experience: One year of specialized experience which includes 1) analyzing personnel data to identify staffing patterns and competency gaps affecting workforce plans; 2) coordinating personnel actions by verifying documentation accuracy and assisting supervisors through recruitment and staffing processes; AND 3) administering employee programs by tracking performance requirements, monitoring mandatory training, and overseeing onboarding and departure tasks. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management, public administration, or communications. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
