Summary
About the Position: Serve as the primary Total Force Fitness (TFF) and Warfighter Performance Optimization (WPO) integrator for European Command (EUCOM). Responsible for planning, implementing, and evaluating TFF, and WPO across the EUCOM area of responsibility. Empower leadership by operationalizing the Department of War mandate: utilizing the modernized TFF framework as the foundation to drive WPO, an operational approach to maximize warfighter lethality, resilience, and readiness.
Duties
- Manage and administer the TFF and WPO programs, related working groups, unit performance teams, and sub-processes across USEUCOM.
- Serve as the Subject Matter Expert (SME) for integrating holistic TFF initiatives across functional lines of authority among Army, Navy, Air Force, Marine Corps, and Space Force components.
- Collaborate with command directorates to develop and implement mitigating strategies to prevent performance degradation and implement auditing programs for compliance and continuous improvement.
- Serve as the senior command program expert providing oversight and strategic analysis for civilian entitlements, allowances, and tour length policies.
- Partner with and provide programmatic support to the primary command Quality of Life (QoL)Liaison, serving as a strategic integrator to weave QoL initiatives into the broader command readiness and TFF frameworks.

Specialized Experience: One year of specialized experience which includes: 1) coordinating cross-functional program activities to strengthen performance assessment and support continuous improvement; 2) analyzing civilian compensation and benefit data to inform policy recommendations that enhance workforce stability; AND 3) evaluating quality of life program outcomes to support leadership decision-making and reinforce organizational readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
