This position serves as a Management & Program Analyst (AI) evaluating and improving operations via AI integration. Facilitates collaboration across technical teams, governance bodies, and leadership to deploy AI capabilities, predictive models, and automation. Conducts complex quantitative/qualitative data analyses, translates insights into executive dashboards, and leads change management to drive agency AI adoption.
Duties

Incumbents typical work assignments may include the following: Serves as a key liaison and analyst coordinating among IT specialists, data governance bodies, and executive leadership to integrate AI capabilities into existing agency systems, ensuring alignment with governance, risk, and compliance frameworks. Designs and executes complex quantitative and qualitative analyses on program datasets (such as utilization and performance metrics) to identify operational bottlenecks and develop targeted AI use cases, including predictive modeling, anomaly detection, and process automation. Translates intricate analytical and AI model outputs into actionable strategic recommendations by developing executive dashboards, comprehensive briefing papers, and visualizations for senior leadership decision-making. Applies organizational change management principles to lead user adoption, delivering training strategies, stakeholder engagement plans, and continuous workflow optimization for newly deployed AI tools.
Qualifications
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Coordinating with IT experts, data governance bodies, and leadership to integrate AI capabilities into existing systems and workflows with a focus on governance, risk, and compliance; 2) Designing and executing advanced quantitative and qualitative analyses on program data (such as utilization rates or performance metrics) to develop use cases for AI applications like predictive modeling, workflow automation, or anomaly detection; and 3) Applying change management principles to encourage the adoption of new AI-powered tools and processes across an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
