Summary

You will serve as a SENIOR HUMAN RESOURCES SPECIALIST in the HUMAN CAPITAL MANAGEMENT GROUP, HUMAN RESOURCES DEPARTMENT of NAVAIRWARCENAC DIV.

Duties

  • You will provide authoritative, senior technical guidance to team members and internal stakeholders in position classification, recruitment strategies, and pay setting under all civilian personnel systems.
  • You will interpret and apply merit system principles, occupational standards, classification guides, and compensation policy to support program alignment and compliance.
  • You will serve as a senior advisor to functional managers, group heads, and command stakeholders on recruitment, classification, and pay strategies.
  • You will draft improved standard operating procedures and proposes changes to existing policies or business rules for leadership consideration.
  • You will coordinate with workforce data analysts to support metrics development, reporting needs, and strategic planning.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or DA-04 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Independently providing comprehensive human resources advisory and consultative services across staffing, classification, and compensation; 2) Applying advanced federal pay-setting rules, compensation authorities, and incentives to resolve complex pay actions; 3) Designing and executing recruitment strategies and assessment methods for mission-critical, specialized, or hard-to-fill positions; 4) Interpreting and applying federal classification standards and position management principles to complex or unique positions; 5) Conducting technical research and data analysis to evaluate HR processes and respond to high-priority inquiries or data calls; and 6) Participating in studies or developing operational guidance/standard operating procedures (SOPs) to optimize human capital workflows and support workforce planning.
