Summary
This position is located in the Bureau of Intelligence and Research, Office of the Executive Director (INR/EX). The position supports multiple human resources functional areas, including staffing and recruitment, organization and position management, performance management, compensation and benefits, and human capital programs.
Duties
- Provides human resources services and advisory support in multiple functional areas, including staffing and recruitment, organization and position management, performance management, compensation and benefits, and related human capital programs
- Advises managers on recruitment and staffing strategies and prepares recruitment materials, including vacancy announcement content, duties, specialized experience, assessment questions, and other documentation required to support hiring actions
- Reviews and supports organization and position management actions, including position descriptions and classification requests, and works with managers and classification specialists to ensure requests are appropriately documented
- Supports Civil Service and Foreign Service performance management programs by advising managers on performance requirements and appraisal processes and reviewing performance documentation for compliance with applicable requirements
- Interprets and applies human resources policies, regulations, and procedures and coordinates with Department and Intelligence Community stakeholders on human capital programs and issues
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-09 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-07 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience applying human resources principles, policies, regulations, and procedures to support HR programs or personnel actions Experience assisting with staffing/recruitment, position management/classification, performance management, compensation/benefits, or other human resources functions Experience researching HR issues, reviewing documentation, and providing information or assistance to managers, employees, or other customers OR B. Have a master's or equivalent graduate degree, OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D. from an accredited college or university. This education must demonstrate the knowledge, skills, and abilities to do the work of the position to be filled; OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-07 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Note: All applicants WILL BE required to submit transcripts as verification of educational requirement. Applicants applying for the GS-11 grade level must meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing human resources services in multiple functional areas, such as staffing/recruitment, organization and position management, performance management, compensation, or benefits Experience researching and interpreting human resources laws, regulations, policies, and procedures to resolve HR issues Experience providing advice or guidance to managers or employees on human resources processes and requirements OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. from an accredited college or university. OR C. Have a combination of graduate level education and specialized experience (as described above), which is equivalent to the GS-09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Qualifying specialized experience must demonstrate the following: Experience providing comprehensive human resources advisory services in multiple HR functional areas Experience advising managers on complex staffing/recruitment, organization and position management, performance management, compensation/benefits, or other human capital issues Experience interpreting and applying human resources laws, regulations, and policies to analyze problems and recommend solutions Experience coordinating with internal and external stakeholders to implement or administer human resources programs and initiatives There is no substitute of education for specialized experience for the GS-12 position. Applicants applying for the GS-13 must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience serving as a senior advisor or subject matter expert in multiple human resources functional areas Experience analyzing and resolving complex or novel human resources issues for which established guidance or precedent may be insufficient Experience developing, evaluating, or implementing HR policies, programs, strategies, or initiatives and providing authoritative recommendations to management Experience coordinating or representing an organization with senior officials, partner organizations, or other stakeholders on complex human capital matters There is no substitute of education for specialized experience for the GS-13 position.
