Summary
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of War (DoW) under the direction, authority, and control of the Office of the Under Secretary of War for Intelligence (OUSW (I&S)). The position is placed in the Office of the Associate Director for Personnel Vetting and reports to the Deputy Associate Director (DAD), Background Investigations & Continuous vetting (BI/CV). This is a Tier 1 position.
Duties
- The Personnel Vetting mission delivers background investigation and continuous vetting products that illuminate risk, enable decisions, and advance national security in support of a trusted workforce across government and industry. As the federal government's largest investigative service provider and the primary implementer of Trusted Workforce 2.0, DCSA conducts 95% of all federal background investigations-transforming the vetting enterprise through continuous innovation and enhanced service delivery. The end-to-end vetting process ensures a thorough review of cleared personnel, seamlessly complementing the internal security and insider threat activities of the clearance-granting agency. DCSA's Personnel Vetting mission elevates agency readiness by delivering cost-effective, high-quality investigative products while leveraging active customer feedback to drive continuous improvement. As the Senior Advisor, Background Investigations & Continuous Vetting (BI & CV) you will: Exercise delegated authority to champion the principles of the Trusted Workforce (TW) 2.0 initiative and foster an agile, secure, and continuously vetted workforce. Assist the Deputy Associate Director (DAD), BI & CV with overseeing the sustainment, transformation and integration of DoW Personnel Security and Suitability, and Credentialing (SSC) programs within DCSA and the inculcation of new personnel vetting and related missions across the DCSA enterprise. Support BI and CV operations to ensure directorates, along with other personnel security programs, execute requirements in accordance with appropriate laws, DoW regulations and policies. Advise the DAD, BI/CV, and other DCSA executives in modernizing how the U.S. Federal Government assesses personnel security by working in conjunction with DoW to support the design, development, security and operation of technology focused personnel security systems and programs, including BI & CV risk operations.
Qualifications
TECHNICAL QUALIFICATIONS (TQ): To meet the minimum qualification requirements for this position, you must show that you possess the Technical Qualifications (TQ) related to this position within your resume - NOT TO EXCEED 2 PAGES. Demonstrated ability in applying the principles, techniques, methods, processes, and technology involved in personnel security, suitability and credentialing, adjudications, insider threat, and counterintelligence operations to plan, organize, and manage complex personnel vetting programs and operations. Demonstrated success leading major business transformations associated with developing and implementing new procedures, products, techniques, and solutions for use by Agency personnel and external stakeholders for assessing risk, e.g., Initial Vetting, Continuous Vetting (CV), and the U.S. Government's Trusted Workforce 2.0 initiative.
