SUPERVISORY GENERAL ENGINEER / ARCHITECT

Summary

You will serve as a Supervisory General Engineer / Architect in the Resident Office in Charge of Construction (ROICC) Office Maine of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

• You will function as a specialist in the fields of design and engineering, serving as the point of contract for coordination of all assigned projects.
• You will be responsible for the professional engineering and architectural expertise to produce construction contract documents through in-house capability, Architectural and Engineering contractor, or other contracting vehicles.
• You will be in "Responsible Charge" for all architectural and engineering work performed by subordinate architects, engineers, interior designers, project managers, planners, etc.
• You will lead design staff in performing project management roles for the project (scope, cost, and schedule) from preliminary design authorization to project closeout.
• You will ensure that projects are tracked using appropriate NAVFAC software tools, such as the ieFACMAN suite (eProjects), and that all project records are kept current.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current Registration as a Professional Engineer or Registered Architect in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Specialized experience must demonstrate the following: 1) Providing project and design management leadership, training, and mentoring in the area of Project and Design Management; 2) Planning and leading meetings and conferences required for execution of projects; 3) Collaborating with other engineering and architectural disciplines to review and advise on the development of execution plans and timely completion of all phases of the work within available funds and authorized scope; 4) Providing consultative services on project management issues and the entire range of architectural and engineering activities for facilities construction; AND 5) Providing guidance of facilities acquisition, as well as project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures. Education

Applicants for the Professional Engineering Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the Professional Architecture Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a bachelor's or higher degree in architecture. OR Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
