  • NONAPPROPRIATED FUND POSITION DESCRIPTION JOB TITLE: Librarian BUSINESS TITLE: Librarian/Library Manager FLSA: Exempt JOB SERIES: 1410 PAY LEVEL: NF-04 INTRODUCTION: This position is located under the Library Program, Personal and Professional Development, Marine and Family Programs Branch, Marine Corps Community Services (MCCS) Division, MCB, Camp Smedley D. Butler, Okinawa. The incumbent serves as the Librarian with responsibility for supervision and administration of the assigned Library. MCCS Libraries maintain a varied and authoritative collection of current and retrospective reading and audiovisual materials encompassing the various reading levels, interests, and cultural background of the base population. The librarian will be responsible for book selection, reader and reference services, interlibrary loan, and staff training. The librarian will also be responsible for evaluating the usability and usefulness of the library program¿s physical and digital presences, including processes such as registering for library accounts and checking out materials, using digital resources, using makerspace equipment, participating in library programs, and using the physical library spaces for all MCCS Okinawa Libraries. Performance of these duties requires professional knowledge of the theories, objectives, principles and techniques of librarianship as well as user experience (UX). Serves as an acting Library Director in his/her absence. Travel to all MCCS Libraries is required. DUTIES AND RESPONSIBILITIES: Supervises U.S. and Japanese national library employees in the assigned Library; assigns and reviews work; establishes work schedules; provides on-the-job training, approves or reschedules leave requests; rates employee performance; effects minor disciplinary actions; recommends selection, reassignment and promotion actions. Serves as a librarian-in-charge of the assigned libraries (Foster Librarian is responsible for Camp Foster and Futenma Libraries, and Courtney Librarian is responsible for Camp Schwab, Courtney, and Hansen Libraries) serving the general information, specialized and recreational reading needs of clientele including military personnel, civilians and their family members. Manages the assigned library programs including defining the scope of collections; assisting the Library Director in planning and executing budget; marketing library services to current and potential clientele; in coordination with the supervisor, establishes library operating policies regarding circulation, collection access, hours of operation, etc.; assists in making long-range plans for new and enhanced services; assists in making decisions regarding initiation or continuation of particular journal subscriptions and exercising accountability over the library¿s collections. Continuously evaluates programs to determine effectiveness of services and ease of use. Keeps supervisor informed of the status and needs of the library. Supervises accountability records for library materials and equipment and prepares reports as directed by the Library Director. Directs maintenance and appearance of the library. Publicizes the library through posters, book displays and plans special library programs. Plans weekly reading and library programs. Manages a computer lab including public computers. Responsible for oversight and coordination with MIS on technical issues. Acts as a POC for electronic devices, e.g., iPads, for customer use including training staff on maintenance, providing monthly updates of such devices and notifying the Library Director of any system-wide issues relating to usage. Assists the Library Director in special projects, including acquisitions, renovations, reports and library programs. In collaboration with the Library Director and other library managers, determines the arrangement of library resources and effectively communicates this to patrons, assisting them in locating and selecting materials. Instructs patrons in the use of the on-line public access catalog and other digital resources. Informs patrons about new library materials. Assists in selection of materials for special needs, e.g., collateral reading for education courses.

Qualifications

BASIC REQUIREMENT: 1. Successful completion of a Master¿s in Library Science (MLS) Degree from an accredited institution and supervisory experience. QUALIFICATION REQUIREMENTS: 1. Expert knowledge of library science and library operations requiring the ability to modify standard library practices to meet the particular demands of a military library. This includes a thorough understanding of Integrated Library Systems and digital resources. 2. Must have experience with current technology, including Maker Space equipment, the ability to teach patrons the use of library technological equipment, and the ability to effectively provide continuous training of staff on current and new technologies. 3. Skill in leading, motivating, and correcting employees to achieve library program goals, manage the best use of their abilities, experience and time, eliminate waste, and provide world-class customer service. 4. Ability to express oneself orally and in writing in a highly professional manner. Ability to meet and speak with diversified groups, individuals and organizations. 5. The ability to compose written reports and materials clearly, concisely, and with a sense of urgency to meet all deadlines. 6. Knowledge and ability in operating Microsoft Programs such as Word, Excel, PowerPoint, etc. and a variety of commonly used office equipment. This activity is a Drug-free workplace.
