Duties
- Recommends priorities, develops plans and directs the execution of market research, analysis and assessments; Develops long and short-range marketing operation plans.
- Evaluates effectiveness through attainment of goals and analysis of business trends and market shares.
- Develop sales, promotional and merchandising strategies, brochures and pamphlets; Identifies and analyzes customer needs and satisfaction.
- Assist program managers to develop internal customer service training programs.
- Directs subordinate staff in assisting managers with marketing and promoting their programs.
Qualifications

A qualified candidate must possess the following:- Demonstrated related work experience with the particular knowledge, skills, and abilities to successfully perform the duties of the position.- Work experience must be equivalent in complexity, difficulty and responsibility to the next lower pay level.- Work experience developing market research programs, data analysis, business practices and economic principals. OR - Completion of the requirements for a master's degree or equivalent graduate degree in marketing, advertising or closely related field.- Specialized education developing market research programs, data analysis, business practices and economic principals. All experience must be listed on the resume for that experience to be considered. No assumptions will be made.Any qualifying education degrees must be uploaded at time of application. Highly preferred candidates will be referred to management first. In addition to meeting the above qualifications, highly preferred is defined as also meeting all of the criteria listed below: Two (2) or more years of experience with ALL the following: Using marketing analytics to measure campaign performance and guide strategic decisions. Creating integrated marketing campaigns, from conception through execution, including determining the most effective blend of digital and traditional advertising channels. Managing a marketing department for a large-scale, public-facing organization with a diverse customer base (e.g., military installation, university, or municipality). Planning, negotiating, procuring, and administering contracts for a wide variety of complex requirements. Managing and integrating modern digital platforms, including social media and data analytics tools, to drive audience engagement and achieve goals. Creating and delivering high-impact strategic presentations tailored to appropriate audience, to include formal reports to senior level leadership with exceptional communication skills. Highly preferred experience must be clearly stated in resume to be qualified as highly preferred.
