Summary

This position is located in the Office of General Counsel (OGC), Program Law and Policy Department (PLPD) at the Pension Benefit Guaranty Corporation (PBGC). More than one selection may be made from this vacancy announcement. More than one selection may be made from this vacancy announcement.

Duties

  • The candidate selected for this position will: Advise PBGC officials and departments on complex regulatory, policy, operational, and compliance assistance matters. Draft complex regulatory and legal documents, including proposed and final rules, policy statements, notices, technical updates, information collections, and regulatory agenda materials. Review and respond to public comments, internal and external inquiries, and regulatory proposals from Executive Branch agencies, Congress, and other stakeholders. Draft or prepare formal comments, or otherwise make expert recommendations with respect to legislation, regulations, precedents, policies, or guidance. Ensure compliance with federal rulemaking requirements, Federal Register drafting standards, and applicable clearance processes Support Regulatory Information Service Center (ROCIS) and Federal Docket Management System (FDMS) filings and submissions, Federal Register updates, disaster relief announcements, and regulatory reports.

Qualifications

As a Attorney Adviser in the Office of General Counsel (OGC), Program Law and Policy Department (PLPD) at the Pension Benefit Guaranty Corporation (PBGC), you will have to demonstrate the following: GS-14: Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in the private sector providing legal advice and counsel on complex regulatory, administrative and statutory matters. Examples include: interpreting and applying statutes and regulations; advising on complex legal and regulatory issues; drafting and reviewing regulatory and legal documents; responding to regulatory inquiries and proposals; and supporting federal rulemaking activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Education

A J.D. degree from a school of law accredited by the American Bar Association (ABA).In addition to the education requirement, you must currently be a member in good standing of the bar of a State, a Territory of the United States, or the District of Columbia.
