Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for developing and accomplishing completed projects related to construction, remodeling, alteration, repair, and maintenance of facilities located throughout TEAD.

Duties

  • Develop comprehensive facilities engineering project packages for the construction, alteration, repair, and maintenance of real property buildings and utility infrastructure.
  • Prepare technical designs, detailed specifications, and CAD/GIS layout drawings for building utility systems, including HVAC, plumbing, electrical, and structural elements.
  • Calculate detailed government cost estimates, material take-offs, labor projections, and bid schedules for competitive multi-trade construction contracts
  • Modify existing architectural and engineering design plans to adapt to site constraints, improve energy/operational efficiency, meet ADA accessibility standards, or adjust to utility load requirements.
  • Serve as a Contracting Officer’s Representative (COR) to monitor on-site contractor operations, evaluate contractor submittals for approval, and conduct quality assurance inspections against contract specifications.
  • Coordinate technical requirements across multiple projects concurrently, resolving field discrepancies, ensuring compliance with building and safety codes, and tracking project execution through final acceptance.

Qualifications

Specialized Experience: One year of specialized experience which includes computing standard quantities, material, and labor estimates for routine construction and repair projects. Conducting routine inspections on contractor work, verifying compliance with plans/specs, and reports discrepancies to senior engineers or technicians. Prepare basic scopes of work (SOW) and equipment lists for the replacement of building air handling units or other projects. Review contractor-submitted shop drawings, and equipment specifications for HVAC, electrical, mechanical or plumbing equipment to verify they matched the project's original design specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
