Summary

This position is located in the Division of Finance, Financial Operations and is responsible for developing, revising, and monitoring the implementation of financial and operating policies and procedures for Financial Operations. Duties

  • At the full performance level, major duties include: Studies, designs, revises and installs procedural and other requirements as related to Financial Operations activities of the Corporation. These will include procedures in the following areas: accounting, administrative controls, financial reports and their use, and cost distributions. Prepares and submits reports of findings and determines the need for change or adaptation based on the findings. Prepares manuals, procedures, policies, instructional issuances, training materials, forms and documents flow. Designs and prepares technical reports which provide management with information related to workflows and activities, as well as operational performance. Analyzes reconciliation problems involving multiple automated accounting systems and executes corrective actions to the reconciliation problems. Analyzes the cause of the reconciliation problems and recommends system enhancements to reduce manual intervention and increase the efficiency of the operations. Receives requests from program officials for new policies or clarification of existing policies. Researches and analyzes needs and legal requirements and prepares appropriate response. Reviews and prepares written evaluations on Corporation policy changes impacting the Financial Operations area.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 09 grade level or above in the Federal service. Specialized experience is defined as supporting the administration, maintenance, and enhancement of financial management systems; and participating in the implementation of financial management policies and procedures. OR EDUCATION: To qualify based on education; applicants must possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related. OR COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed education and experience may be used to meet total qualification requirements for the CG-11 level.
