Duties
- Coordinates international logistics and bilateral agreements to support multinational defense operations.
- Directs joint service support programs to sustain diverse military forces during peace and conflict.
- Aligns sensitive security operations and strategic initiatives with domestic and foreign partners.
- Manages multi service personnel allocations and controls overall program budgets and funding.

MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. If you are currently stationed in the overseas area, all of your overseas time will be credited toward your current overseas tour end date. Your overseas time served will not reset upon accepting this assignment. To be eligible for promotion or placement under this plan, applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 calendar days after the closing date of the announcement, or within 30 calendar days after the date of the rating for open continuous announcements. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes the following: 1) Administers bilateral or multinational defense agreements and mutual logistics support arrangements to secure combat support and resource allocation for joint or coalition forces during peacetime and contingency operations; 2) Directs multi-service or joint logistics operations across multiple military branches to sustain diverse armed forces during training exercises and operational deployments; 3) Manages program budgets, prioritizes funding allocations for burden sharing programs, and prepares resource justification documents to secure necessary organizational funding; 4) Represents a military command in bi-national, joint, or interagency working groups to resolve complex logistics and host nation support issues; and 5) Oversees a diverse workforce of civilian and military personnel by assigning work, establishing performance standards, and coordinating mobilization augmentation programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
