Duties
- Formulates air movement schedules to meet organizational requirements for the strategic deployment of personnel and cargo.
- Executes specialized air transportation and aerial delivery operations to ensure the secure movement of resources and personnel.
- Validates special airlift mission requirements to coordinate transportation operations with national logistics providers.
- Directs the development of transportation operating procedures to ensure organizational compliance with federal directives.
- Develops detailed operational movement plans to support personnel deployment and redeployment for contingency missions.
- Evaluates annual program requirements and high-cost expenditures to negotiate and update inter-organizational support agreements.
- Analyzes transportation regulations and complex logistics issues to determine system adequacy and operational supportability.
- Identifies potential logistics shortfalls and mission impacts to provide leadership with recommendations that preserve capabilities.
- Performs on-site transportation program reviews to provide technical assistance on existing problems and upcoming requirements.
- Establishes organizational transportation policies to make technical decisions and resolve complex operational challenges.
- Prepares staff action papers and technical briefings to provide leadership with critical operational and logistics data.
- Guides divisional staff on standard operating procedures to resolve unusual problems and deliver targeted employee training.

Specialized Experience: One year of specialized experience which includes 1) executing complex air transportation operations and specialized airlift validations to ensure the secure movement of strategic personnel and assets; AND 2) formulating detailed operational movement plans and high-cost program assessments to establish long-range organizational transportation requirements; AND 3) analyzing complex logistics issues and regulatory policies to resolve critical transportation shortfalls and sustain operational readiness; AND 4) advising organizational leadership and coordinating with external agencies to establish joint logistics requirements and inter-service agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
