Summary
This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for directing strategic quantitative and qualitative analyses, providing senior leaders with independent solutions for key defense policy objectives. Spearheads the end-to-end design and implementation of capability-focused human capital and workforce development frameworks.
Duties
- As a PROGRAM ANALYST (HCI STRATEGY & GOVERNANCE) at the GS-0343-14 some of your typical work assignments may include: Serves as Program Manager and Technical Expert for HCI Strategy & Governance, directing program execution, strategic planning, and policy evaluation to professionalize the Security Cooperation Workforce (SCW) in direct support of DSCA missions facilitating arms transfers and partner nation support. Serves as the principal advisor to senior Agency leadership on Strategic Capabilities Workforce Development Program (SCWDP) Human Capital Initiative (HCI) authorities, structures, and processes. Formulates and briefs strategic policy measures to executive leaders, bridging the gap between DoD Strategic Capabilities (SC) programs and broader national-level defense policies to streamline multi-agency operations; while integrating HCI policy, resource, and technical considerations. Advises senior defense officials on SC workforce and HCI policy while fostering critical relationships across DoD, interagency, and Congressional stakeholders to build collaborative processes that align diverse inputs, enhance partner capability development, and advance key national security and foreign affairs objectives. Formulates and presents strategic plans, briefings, and decision memoranda for the DSCU President, utilizing advanced policy analysis to solve complex, abstract challenges and deliver forward-looking recommendations that align DoD strategy with U.S. foreign policy.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Directing in-depth quantitative and qualitative analyses of complex strategic initiatives; presenting senior leader with expert independent analysis and provide solutions for achieving critical defense policy objectives; developing and implementing standardized, capability-focused frameworks for SC human capital program planning; overseeing the complete lifecycle of SC human capital program design, from requirements generation to final proposal and experience in Human Capital, Workforce Development, and Strategic Planning. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
