Summary

This position is located in the Farm Service Agency, Kansas State Office, located in Manhattan, Riley County, KS. The primary purpose of this position is to serve as the Administrative Support Specialist to the Administrator. The incumbent accomplishes a variety of administrative and program duties, applying a comprehensive knowledge of administrative concepts, programs, policies, and exercising independent judgment.

Duties

  • Advises on and supervises assigned administrative functions and recommends improvements.
  • Provides input tor recommendations for County Offices to participate in work measurement studies.
  • Develops and conducts training, when necessary.
  • Monitors administrative expenditures made by County Offices and ensures fiduciary integrity of the agency is protected.
  • Provides fiscal oversight and management on the use of agency funds to include Position travel, rent and administrative purchases.
  • Conducts studies on on workload reports and related data - identifying, investigating and resolving discrepancies or questionable items.
  • Provides recommendations to improve efficiency and effectiveness of operations and correct problems/errors.
  • Monitors compliance with action items to ensure integrity of the contracting program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined. Specialized Experience Requirement For the GS-09 grade level: You must have one full time year of specialized experience, equivalent to GS-07 level in the Federal Service or comparable experience not gained through Federal Service. Examples of specialized experience include: experience that demonstrates a fundamental knowledge in administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. OR Education at the GS-09 grade level: Two full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education. OR Combination of Education and Experience: A combination of education and experience as listed above. Specialized Experience: For the GS-11 level: You must possess one year of specialized experience equivalent to the GS-9 level in the Federal service, or comparable experience not gained through federal service. Examples of specialized experience defined as experience independently performing a range of administrative specialties, such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. OR Education for the GS-11 level: Three full academic years of progressively higher level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education; OR Combination of Education and Experience: A combination of education and experience as listed above. Specialized Experience Requirement For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as experience performing and coordinating a full range of administrative specialties such as contracting and procurement, management analysis, human resources management, budget and financial management, support services, and work measurement. In addition, experience includes planning, managing, executing, evaluating and facilitating the full range of administrative programs and operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.

Requirements

You must be a US Citizen or US National. Males born after 12/31/1959 must be Selective Service registered or exempt. Education

College Transcript: If qualifying based on education, you must submit a copy of your college transcript with course number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours, and grade earned. Foreign Education: You must submit verification that education completed in a foreign institution, was recognized by an accreditation body accepted by the U.S. Department of Education.
