Duties

• Under supervision of the HQ IMCOM DFMWR Child and Youth Services (CYS) Facilities Manager, works independently as the IMCOM DFMWR CYS subject matter expert on safety and fire protection requirements for CYS facilities. Advises the HQ IMCOM DFMWR CYS Chief with the development of minimum standards as defined by appropriate Department of the Army (DA) staff proponents for fire, facilities, and safety. Provides subject matter expertise to IMCOM DFMWR leadership and IMCOM Directorates. Supports IMCOM Directorates and Garrisons to assist with implementing operational guidance and plans as they apply to facilities within Army-wide CYS Programs. Visits, monitors, and provides technical assistance to MACOMs and installations, as directed. Supports Army Higher Headquarters Inspection (AHHI) teams as a DFMWR CYS representative during onsite inspections of CYS facilities to determine compliance with policy regarding fire, safety, hazardous materials, and facility structural standards. Evaluates CYS staff performance in the application of established fire prevention procedures, proper use of equipment, and building evacuation in accordance with AHHI requirements. Compiles reports and briefs inspection findings to Garrison and DFMWR leadership. Provides concrete, achievable recommendations to obtain compliance with federal, state, local, Department of War, and Army requirements, and provides on-going support and coordination to complete corrective action. Evaluates the structural integrity, accessibility, hazards, and maintenance of CYS playground or other recreational environments. Ensures conformity with Consumer Product Safety Commission (CPSC), American with Disabilities Act (ADA), and American Society for Testing and Materials (ASTM) guidelines governing the design, installation, use, and audit of playground equipment. Develops recommended strategies for corrective or programmatic measures in order to minimize or reduce injuries. Provides recommendations to HQ IMCOM DFMWR CYS regarding maintenance requirements, injury prevention, and incident reporting. Analyzes information pertaining to facility fire safety features, structural conditions, suppression equipment, and related hazards to minimize risk to human life and damage to property. Supports HQ IMCOM and Garrison fire and safety departments on issues specific to Army Child and Youth Services, such as reviewing/updating evacuation standards and plans, egress routes, and maintenance/use of fire suppression equipment. Assists with the development and approval of functional design requirements for CYS facilities in coordination with the Office of the Chief of Engineers (CEEC-EA) and the DA Facility Standardization Subcommittee for CYS Facilities. Provides technical consultation in the review of architectural drawings for new construction and major alteration to CYS facilities for compliance with Army Regulations and National Fire Protection Association (NFPA) standards. Facilitates the approval process for building plans and specifications to include provisions for fire alarm, water supply, and fire suppression systems. Keeps abreast of current technology and trends in program areas. Prepares and/or delivers formal reports, information papers, and presentations.

Qualifications

Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. A bachelor's degree or higher which included at least 24 semester hours in safety, occupational/industrial health, fire science, fire protection engineering, or other closely-related disciplines. Or Progressive experience in related fields which included at least one year equivalent in scope and complexity to the next lower grade level to include: 1. Demonstrated experience in interpreting fire and safety codes and standards. 2. Experience in evaluating building designs and providing technical assistance during construction related to fire protection and other safety requirements. 3. Experience inspecting or surveying facilities for compliance with established fire protection safety policies and to identify potential hazards. 4. Experience applying fire protection and safety laws, regulations, principles, theories, practices, and procedures to resolve technical matters dealing with such requirements. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Possess a deep familiarity with Department of War (DoW), Army (or branch-specific), and local installation policies, standards, and guidance governing Child Development Centers (CDC), School-Age Care (SAC), and Youth Centers. Possess demonstrated knowledge of Mastery of SOH principles and OSHA standards. Possess an understanding of age-appropriate hazards (infants to 18 years), playground safety requirements (ASTM/CPSC standards), and child-to-staff ratio safety compliance. Possess demonstrated knowledge of preventative health protocols, USDA Child and Adult Care Food Program (CACFP) safety guidelines, infectious disease prevention, and proper sanitization standards. Possess thorough knowledge of emergency planning, fire protection codes, evacuation protocols, severe weather responses, and hazardous material protocol and communication. Possess demonstrated experience conducting facility walkthroughs, identifying physical and environmental hazards, and ensuring playground equipment is structurally sound. Possess demonstrated experience evaluating CYS activities, field trips, sports programs, and daily operations to perform risk-benefit analyses and implement mitigation controls. Possess demonstrated experience developing and delivering safety training packages for CYS staff, administrative personnel, and volunteers on emergency responses, hazard communication, and hygiene. Possess demonstrated experience utilizing specialized software to document, analyze, and report CYS mishaps, slip-and-fall incidents, or facility deficiencies to command safety directors. Possess demonstrated experience writing clear standard operating procedures (SOPs), safety program reviews, corrective action plans, and command briefings.
