The primary purpose of this position is to utilize professional engineering experience to serve as a senior expert and team lead in executing and conducting all-source technical Integrated Command, Control, Communications & Computers, Intelligence, Surveillance & Reconnaissance (C4ISR) intelligence analysis and production.
Duties
- DUTY 1: Utilizes professional engineering expertise to conduct comprehensive C4ISR intelligence analysis. Performs professional electronics engineering work involving the application of engineering disciplines to determine the intelligence needs of customers in the acquisition, development, and sustainment of weapon systems, sub-systems, support systems, and equipment items. DUTY 2: Develops and refines intelligence collection requirements, conducts research, and mentors lower graded engineers and/or analysts. Develops and refines collection requirements for enemy C4ISR capabilities and conducts research to develop all-source assessments for various service, national, and coalition customers. DUTY 3: Provides technical guidance, support, and coordination for C4ISR program planning and intelligence briefings. Provides technical engineering guidance, advisory support, and assistance during meetings, conferences, briefings, and seminars related to program planning, C4ISR technologies, and support system concepts.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: 0855 ELECTRONICS ENGINEER: Successfully completed a professional engineering degree: The curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum or include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Combination of education and experience that is college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of a wide range of multidisciplinary engineering concepts, principles, and practices such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments and comprehensive, intensive, practical knowledge of engineering concepts and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. 1. Knowledge and mastery of the concepts, principles, theories, and practices involved in electronics engineering and related engineering disciplines to perform studies, modify standard practices, and resolve issues related to the planning, development, fielding, and sustainment of complex electrical systems. Basic knowledge in aerospace engineering sufficient to ensure accurate assessments and contributions to applying electrical engineering analysis on air and space systems such as air defense, ballistic missiles, space operations, and counterspace activities. 2. Knowledge of a wide range of intelligence research and collection methods, techniques, and practices to produce all-source technical intelligence on C4ISR systems, C4ISR processes in order to make recommendations in developing intelligence capabilities and threat assessments to interpret policy and commit resources. Comprehensive knowledge of the intelligence cycle, policy, and guidance, along with the structure, organization, roles, missions, and inter-relationships of the national Intelligence Community (IC), Joint, DoD, and USAF operations. 3. Knowledge in engineering and intelligence methodologies, principles, and advanced C4ISR analytical concepts to produce detailed analyses of complex information and situations gathered from multiple sources, including database manipulation. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in maintaining control of classified material, quickly assimilating disparate data, rendering knowledgeable and accurate assessments of its implications, and making decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience. Additionally, skill in effectively presenting and defending a position. 6. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work. Capable of writing clear and concise intelligence products and delivering written and/or verbal presentations to senior-level audiences for decision-making purposes. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
