The primary purpose of this position is to fulfill the Secretary of the Air Force's statutory responsibilities for acquiring, preserving, and displaying historical property, portraying USAF history and traditions to the nation, and providing professional oversight and training for the USAF Heritage Program
Duties
- Manages the real property facility of all the buildings included in the USAF Museum complex, to include parking areas and surrounding grounds. Manages and monitors contracts related to the modification, construction, or installation of new facilities and equipment. Develops short and long-range plans for major facility and equipment upgrade, repair, replacement, and maintenance. Provides oversight and responsibility for the Real Property installed equipment within the Museum Complex. Performs analytical work, preliminary to the establishment of contractual effects for such projects such as evaluating liabilities, costs analysis, feasibility of execution, timelines and recommend courses of actions to leadership for service contracts, equipment purchases and construction projects conducted on museum facilities, equipment or within the museum grounds.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. NOTE: You must submit a copy of your transcripts. or SPECIALIZED EXPERIENCE: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes experience managing a facility of buildings and grounds, utility distribution systems, and developing, planning, monitoring, and making recommendations for major facility and equipment upgrade, repair, replacement, and maintenance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of USAF Museum complex to include buildings and grounds. Knowledge of the USAF Museum mission, goals, policies and operations. Knowledge of fundamental principles and concepts of facility management. Knowledge of utility distribution systems. Knowledge of industry standards to evaluate work accomplished in a variety of trades and skills. Knowledge of laws, regulations, policies and guidelines applicable to assigned area of responsibility. Ability to communicate both orally and in writing, clearly, concisely and with technical accuracy. Ability to conduct studies, analyzes data, develop alternatives and make recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
