LEAD TRAFFIC MANAGEMENT SPECIALIST

Summary

This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for management of large load shipments, commercial cargo shipments, and commercial personnel travel plans in support of the Agency's Combating Weapons of Mass Destruction (CWMD) mission.

Duties

• As a LEAD TRAFFIC MANAGEMENT SPECIALIST at the GS-2130-13 some of your typical work assignments may include: Ensures organizations strategic plan, mission, vision and values are communicated to the team and Integrated into the teams strategies, goals, objectives, work plans and work products and services Keeps team abreast of changes to assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and any new deadlines and time frames for completion Provides advice on work methods, practices and procedures when deemed necessary Identifies, distributing and balancing workloads and tasks among employees in accordance with established work flow, skill level and/or occupational specialization and ensures that each employee has an integral role in developing the final team product Assists the supervisor in determining the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks Reports to the supervisor the status and progress of work and any issues or problems that need to be brought to the supervisor's attention

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applies knowledge of transportation concepts, principles, regulations, and methods to the management of the agency's Transportation Mission Execution and Requirements Cell (TMERC), non-tactical vehicle fleet, Smartcard, and combating weapons of mass destruction (CWMD) transportation requirements that are global in nature. Applies knowledge of the mission, regulations, and objectives of the agency transportation requirements in support of CWMD in order to solve complex problems arising from specific geographical locations that require high level coordination due to sensitive and classified nature of materials being transported; and to conduct studies of transportation activities, transportation feasibility for mode selection, and develops courses of action to resolve issues. Spearheads special handling and movement requirements in order to handle domestic/export freight shipment, ammunition and other weapons of mass destruction(WMD)/hazardous materials, as well as a vast knowledge of the relationship of transportation management within other Department of War (DoW) agencies and combatant commands' theater of operation. Oversees the General Services Administration (GSA) fleet management and reporting system and management of GSA owned and Agency leased fleet of vehicles in order to provide fleet management services and support for assigned customers and supplier accounts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Experience: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. or Certificate: Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position.
