Summary
This position is located in the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)), Office of the Director for Defense Intelligence, Warfighter Support (DDI(WS)). The Under Secretary of War for Intelligence and Security (USW(I&S)) serves as the Principal Staff Assistant (PSA) and advisor to the Secretary of War (SecWar) regarding Intelligence, Counterintelligence (CI), Department of War (DoW)-wide Law Enforcement (LE) statue 10 USC 2672; and Security.
Duties
- This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601 If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service positions. If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS. For more information see https://dcips.defense.gov/ Incumbents typical work assignments may include the following: Leads development and implementation of the governance, organizational structure, methodologies, process, and data in support of regional and global defense strategy, policy, military operations, and international partnerships. Participates as an expert representative in working groups, operational planning teams, and in table-top exercises to assess the economic impacts of decisions of the DoW during crisis and conflicts. Responsible for formulating, coordinating, directing, reviewing, making recommendations, and approving various issues to guide development specialists with programs/projects design. Analyzes and assesses reviews, studies, and other intelligence priority gaps and risks. Coordinates with relevant stakeholders to develop a Department-wide strategic plan and implementation roadmap for Economic Competition to maximize leverage and advance U.S. interest while countering adversarial objectives through economic means.
Qualifications
The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. It consists of the following elements: mission categories, occupational groups, and work categories, work levels, pay band (for those DCIPS Components operating under the DCIPS pay banded structure using pay plan IA) and grades (for those DCIPS Components operating under the GG graded structure using pay plan GG), job titles, and competencies. You may qualify at the GG-15 level, if you fulfill the following qualification requirement: Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by 1) Managing financial levers to synchronize and oversee efforts to orchestrate economic disruptions and gain intelligence accesses; 2) Evaluating concept development to include testing proposed doctrine, tactics or other nonmaterial approaches for economic competition activities; and 3) Leading efforts to fuse economic competition policy with national security strategy to ensure economic tools support department's goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
