Summary
You will serve as the Technical Publications Team Lead within the Logistics Technical Publications Branch, Code S43 at the NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14. The salary range shown represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $138,370).
Duties
- You will provide Technical Publications Management Product Support Element task leadership for the Technical Manual Management Program (TMMP) ensuring Fleet/Shore Activities receive complete, technically accurate, and usable Technical Manuals (TMs).
- You will monitor task assignment, execution, completion, and quality throughout all phases of the TM lifecycle including definition, development, distribution and disposal.
- You will apply the TMMP policies, processes, and methodologies for TM development and management from acquisition through sustainment across various Expeditionary, Airborne, and Surface programs.
- You will develop and formulate TMMP workload estimates and advise in TM workload planning, budgeting, and resource requirements.
- You will apply knowledge of S1000D, Navy Common Source Database, Model-Based Product Support, XML, SGML, and MS Word, and ability to provide quality assurance of TMs.
- You will utilize knowledge of TM source data documentation, Technical Data Contract Requirements, Technical Data Sea Requirements, Contract Data Requirements Lists, Technical Data Packages, Engineering Change Proposals, and Maintenance Plans.
- You will provide overarching TM development support through acquisition and sustainment efforts.
- You will demonstrate leadership skills, while leading, coaching, and mentoring team members.
- You will oversee, advise, and monitor team members in all TM planning, development, distribution, sustainment, and disposition efforts required to fulfill program objectives.
- You will assign, monitor, and adjust tasks and workload across the TM Management Team based on priorities, consideration of assignment difficulty and requirements, and the employees’ capabilities to accomplish assignments.
- You will utilize knowledge and skill in conflict resolution and interpersonal communication, including oral presentation/briefing, listening techniques, and developing detailed recommendations for resolution of actual or potential problems.
- You will actively assess TM processes for efficiency and effectiveness, identify and monitor metrics trends, and recommend improvements as well as develop, standardize, document, and/or update processes as needed.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector planning, assigning, and tracking technical publications or logistics workloads, monitoring project milestones against integrated schedules, and providing technical guidance to team members or contractor personnel on technical publication specifications (such as S1000D or MIL-STD-3001) to support program readiness.
