Summary
You will serve as the Life Support and Physiological Systems Branch Head in the Systems Acquisition Group, Human Systems Engineering Department, Aeromedical and Life Support Division, of NAVAIRWARCENAC DIV.
Duties
- You will provide the research, simulation, development, test and evaluation, acquisition, and in-service product support of a variety of items dealing with personnel environmental and threat protection equipment and systems.
- You will be responsible for managing the personnel, facilities, and processes related to research, development, test and evaluation, systems acquisition and product support for Naval Aviation integration of human systems.
- You will direct the application of human engineering and integration, research, development, design analysis, test and evaluation, and in-service engineering to the integration of pilot/aircrew and their enabling technologies
- You will allocate resources to meet the specific needs of program teams and of the Branch and with managers of similar technical areas for other government agencies and industry.
- You will Identify development and training needs of employees and provides for such development and training.
- You will establish levels of empowerment of Branch personnel based on experience, training, and expertise, resolves conflicts with IPT leaders concerning delegated responsibilities.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13/14 grade level or pay band NM-04 in the Federal service or equivalent experience in the private or public sector as a SUPERVISORY PSYCHOLOGIST/SCIENTIST/PHYSIOLOGIST/GENERAL ENGINEER/CHEMIST performing duties such as: 1)Provide overall management and technical direction of the assigned workforce, processes, and products; 2) Must have an understanding of the interrelationships between Human Systems disciplines to effectively guide employee development and meet customer demand signals; 3) Ensure effective planning, development, and execution of programs; 4) Demonstrate knowledge of diverse engineering technologies related to personal protection systems and aircrew life support systems; 5) Demonstrate detailed knowledge related to research, simulation, development, test and evaluation, acquisition dealing with personnel environmental and threat protection equipment and systems; and 6) Utilize project management/coordination policies, processes, procedures, and responsibilities. Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: FOR 0180 SERIES - PSYCHOLOGY Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required. FOR 0401 SERIES - BIOLOGICAL SCIENCES: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. FOR 0413 SERIES - PHYSIOLOGY Degree: in one of the basic animal sciences or physiology; or a related discipline or field of science that included at least 24 semester hours in the basic animal sciences, of which 10 semester hours were in animal physiology. Evaluation of Education: Courses such as anatomy; cytology; invertebrate and vertebrate zoology; embryology; entomology; animal, dairy, and poultry husbandry; nutrition; genetics; and physiology may be used to meet the 24-semester-hour requirement in the basic animal sciences. FOR SERIES 1320 - CHEMIST: Degree: physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. OR Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. FOR 800 SERIES- ENGINEER Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
