Summary
This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Plan Asset and Data Management Department (PADMD), Data Management Division (DMD), Data Review and Validation Branch (DRVB).
Duties
- The candidate selected for this position will: Direct, plan, and manage data review and validation audits of participant databases to verify the accuracy, completeness, and reliability of data used for benefit calculations and financial reporting. Provide oversight and quality review of work performed by federal and contractor staff; ensure compliance with OBA policies, procedures, and audit quality standards; recommend corrective actions and procedure enhancements. Provide supervisory direction to staff; plan and assign work; set priorities and schedules; resolve work problems; develop performance standards; evaluate performance; and identify training and developmental needs. Represent the Branch, Division, and Department in meetings, task forces, and briefings; provide authoritative advice and guidance; and gains acceptance of recommendations involving participant data review and validation activities.
Qualifications
All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration. Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service, or equivalent to the GS-13 grade level in the private sector, leading or overseeing audit, accounting, data validation, or quality review work. Examples include: reviewing audit work products or deliverables for compliance with applicable standards, policies, and procedures; resolving audit or program issues; and verifying the completeness, accuracy, and reliability of data used for program, financial, or benefit-related determinations. Preferred Qualification- The following certifications are desirable but not required and will not be used as a selective placement factor: Chartered Global Management Accountant (CGMA) or Certified Fraud Examiner (CFE). Time-In-Grade Requirement: In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Education
1. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR 2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
