Supervisory Aviation Security Watch Officer

Summary

This position is for the Division Manager of the Washington Operations Center Complex (AXE-100), within the FAA, Security and Hazardous Materials Safety (ASH), Office of National Security Programs and Incident Response (AXE).

Duties

• The incumbent serves as the Division Manager/Supervisory Aviation Security Watch Officer for the Washington Operations Center Complex (WOCC), which operates on 24-hour rotating shifts, 7 days a week, with overall authority for the operational, technical, and administrative direction of the WOCC. Situational telework may be required based on operational needs. Typical duties include, but are not limited to the following: oversees the day-to-day operations and administrative function of the Washington Operations Center (WOC). The WOC is charged with 24/7 monitoring and analysis monitoring and analysis of world-wide aviation events having an impact on the FAA, the National Airspace System, and general aviation. The incumbent monitors and analyzes these aviation related events, situations, and incidents, and as required, prepares and delivers presentations to the Secretary of the Department of Transportation, Administrator for the Federal Aviation Administration, and other key officials. Develops, implements, and updates facility processes and procedures to reflect new or changing requirements and management controls for programs; including but not limited to: personnel relations and staffing, position management, technical and administrative training, proficiency development, occupational safety, logistics, security and environmental support; and ensures adequate documentation is established and maintained. Develops and implements schedules which allow the Operations Center to operate 24 hours per day, 7 days per week. Responsible for various aspects of the National Security Emergency Preparedness (NSEP) program. Integrates communications and information systems in the National Airspace System (NAS) to collect information from multiple sources simultaneously in order to validate and give context during critical incidents and national security emergencies. Applies experience and advanced technical knowledge of the NAS as it pertains to safety, security, and regulatory operations of aircraft and Unmanned Aerial Systems (UAS) in the NAS. Directs notifications and investigative support to accident investigators and law enforcement agencies investigating airmen or aircraft involved in accidents, security incidents, and transportation related threats. Ensures the WOCC workforce is proficient in all operational requirements to perform assigned duties and is the first line supervisor for all new personnel until developmental training is complete. Ensures that new employees obtain appropriate accesses, equipment, and credentials. Monitors and evaluates individual performance; approves leave, recommends or approves corrective/disciplinary actions as appropriate. Communicates the organization's vision and objectives, sets priorities, assigns tasks and responsibilities, monitors and evaluates performance, coaches and develops employee capabilities as appropriate. Directs, observes and/or performs critical surveillance work for critical mission and decision support. Integrates communications and information systems within the National Airspace System (NAS), oversees the collection of information from multiple sources simultaneously in order to validate and give context during critical incidents and national security emergences, and composes and delivers briefings to government and national security organizational partners internal and external to a federal agency. Applies experience and advanced knowledge of the NAS as it pertains to safety, security, and regulatory operations of aircraft and Unmanned Aerial Systems (UAS) in the NAS. Directs Watch Officers in the identification and analyses of notifications for investigative support for accident investigators and law enforcement agencies investigating airmen or aircraft involved in accidents, security incidents, and transportation related threats. Ensures support for internal and external stakeholders in the security and investigation of small Unmanned Aircraft Systems (sUAS).

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
