The primary purpose of this position is: To serve as a senior data analyst providing comprehensive analyses of a wide diversity of personnel data across all ANG organizations, and functions, and provide consultant services to interpret analysis and improve mission effectiveness, resource efficiency and resource savings of IT systems to meet business requirements.

Duties

  • Prepares detailed plans and performs statistical analysis using software, methods and procedures, bench-marking, and/or analytical studies. Critical Independently performs or participates as a key analyst in studies of broad scope in one or more of the following types of studies: historical review, forecasting, trend analysis, product and service quality, or benchmarking. Critical Advises on Joint (NGB-J1/NGB-A1) HR data and analytic applications in difficult to define, controversial, new or novel systems/functions of a major impact to the NGB. Critical Provides substantive management support services in all aspects of the personnel life cycle to include: retention and recruitment, ANG Personnel Management, Career Field Review, Trained Personnel Requirement and advanced analytical studies and development Exercises supervisory personnel management responsibilities over limited staff.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, the Information Technology (IT) Management Series, GS-2210 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Must have IT-related experience demonstrating each of the four competencies listed below:?Attention to Detail,?Customer Service,?Oral Communication, and?Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which include AND Demonstrate the ability in applying a wide range of IT principles and systems analysis concept and techniques, design tools as well as life cycle management concepts, cost benefits analysis, system architecture, integration techniques, and testing methods sufficient to develop and code programs using such programming languages as JAVA, C++, Per, BASH, PySpark, Python, R and PowerShell/Batch. Skilled using data analysis tools (Excel, SAS, Oracle, Business Objects, Python, R, Tableau) to gather, assemble, and analyze facts, draw conclusion. Devise solutions to IT Systems (personnel and systems) data problems and identify changes and trends. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of IT principles and systems analysis concept and techniques, design tools as well as life cycle management concepts, cost benefits analysis, system architecture, integration techniques, and testing methods; and ability to develop and code programs using such programming languages as JAVA, C++, Per, BASH, PySpark, Python, R and PowerShell/Batch. Expert knowledge of Extensible Markup Language (XML) to support metadata generation, handling, and transformation. Applies computer assisted software engineering (CASE) tools in the design and development process. Knowledge of and skill using data analysis tools (e.g. Excel, SAS, Oracle, Business Objects, Python, R, Tableau to gather, assemble, and analyze facts, draw conclusion. Devise solutions to IT systems (personnel and systems) data problems and identify changes and trends. Extensive knowledge of the SAS suite of integrated data analytics software to generate queries and reports with the ability to design, build, use, and refine simulation models. Knowledge of the analysis, design and computer programming techniques/languages and relational database structures used within DoD and in private industry. Skill in troubleshooting, manipulating data, extracting information and configuring/implementing changes to computer programs. Knowledge of analytical and evaluation techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structing options for complex, diverse organizations. Knowledge of computer networking concepts and protocols, cybersecurity principles, and network security methodologies. Ability to apply computer system and Human Resource knowledge to situations requiring cause and effect analysis. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to plan, organize, mentor, motivate, direct, and appraise employees. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. Ability to produce data visualizations and presentations for senior leaders to disseminate reliable information in support of data driven decision-making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
