Summary

This position is in the Office of Economics and Analytics (OEA), Auctions Division (AD), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

• Provides in-depth legal advice and counsel to the Associate Division Chief, Deputy Division Chief, Division Chief, and the Office Chief on legal and policy issues related to the Commission's competitive bidding authority and various competitive bidding methodologies. Participates in the development of competitive bidding initiatives, such as using auctions as a methodology for repurposing spectrum through incentive auctions. Responsible for research and resolution of legal issues relating to Commission auctions; and Commission polices relating to the conduct of competitive bidding. Synthesizes information, and helps develop legal and policy positions and presents recommendations or findings to persons of various positions, backgrounds, and disciplines in various settings. Exercises responsibility for the progress, presentation, and completion of proceedings. Drafts legally, factually, and technically complex documents such as orders, options papers, legal memoranda, and technical documents. Assumes significant role in projects involving competitive bidding issues in coordination with other staff attorneys and professionals, including economists, engineers, analysts, data experts, project managers and software developers. Participates in the development of long-range policies, goals and objectives for the Division and Office relating to auction policy and regulation. Assists in policy planning and policy review concerning broad and complex issues of significant public importance relating to competitive bidding policy and regulation. Reviews and evaluates current rules and polices regarding auction regulation to determine applicability to current program needs. Participates in conferences with other representatives of the Federal Government, with representatives of other governments, consumer groups and industry. Presents the position and views of the Commission. Assists in formulating policy statements, proposed Commission decisions, and proposals for the modification of regulations or the adoption of new regulations.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience. A. Education You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M. Specialized Experience GS-15 Applicants must possess at least four years of professional law experience and at least one year must be equivalent to the GS-14 level in the Federal service. For this position, specialized experience includes the following: 1. Analyzing complex legal issues affecting federal regulatory matters and complex questions of law and fact and rendering opinions on such matters, particularly those involving specialized areas such as telecommunications, spectrum management or the use of market-based mechanisms in regulatory contexts. 2. Directing and conducting in-depth, complex legal research on authorities and precedents on points of law. 3. Reviewing position papers on controversial and complex issues, policy statements and guidance, rule-making proceedings, public notices, briefing materials, data requests, and memoranda or reports outlining the facts and legal issues and producing decision papers or recommendations based on such materials. 4. Drafting, reviewing and editing complex documents to include briefing materials, issue papers, reports, summaries with recommendations or conclusions, data requests, public notices and rule-making documents. 5. Making oral presentations before a variety of audiences, including persons of different disciplines and levels of authority. 6. Managing projects or initiatives to successful conclusions, including projects involving a team consisting of individuals with varying skill sets and diverse areas of expertise and under tight time constraints. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. SME REVIEW Subject matter experts will review your application to determine if the submitted resume demonstrates the required specialized experience and the following required Knowledge, Skills and Abilities (KSA's): GS-15 COMPETENCIES Expert ability to analyze policy questions and craft creative solutions to new or existing legal and policy problem for the purpose of recommending proposals for the modification of regulations or the adoption of new regulations. Expert legal writing skills and ability to communicate complex legal reasoning policy analysis in clear and concise fashion. Expert ability to analyze highly complex and controversial legal and policy issues with an eye towards defending Commission decisions that are the subject of challenge in the courts. Expert ability evaluate divergent points of view and relate economic and business considerations to the legal issues, and to present findings and recommendations in a clear and concise fashion. Expert understanding of legal notice and comment procedures.
