Summary

The Office of General Counsel (OGC) provides legal services and guidance to all components of the USMS in matters that arise in the conduct of USMS missions pursuant to 28 USC § 566, and as delegated by the Attorney General.

Duties

  • The Office of General Counsel (OGC) seeks an Attorney Advisor, GS-14 and 15 FPL 15, to support the Agency's BWC program. The incumbent will review requests for USMS BWC footage and will provide detailed guidance to contract personnel responsible for redacting BWC footage for external dissemination in accordance with federal law (such as, the Freedom of Information Act). The incumbent will review BWC footage prior to external dissemination to ensure all redactions are appropriate. The incumbent will respond to inquiries from state and federal prosecutors regarding obtaining USMS BWC footage and records in connection with prosecutions. The incumbent will assist with the processing of Touhy requests. In addition, the incumbent may serve as Agency counsel for civil litigations and provide litigation support in cases to Assistant U.S. Attorneys and other Department of Justice counsel who represent the USMS and its personnel in all areas of federal litigation. The incumbent must have familiarity with reviewing and providing substantive feedback on subpoenas, protective orders, court orders, and pleadings relating to federal matters. The incumbent may also assist with the development and presentation of legal training, Congressional requests for information, and review of proposed legislation impacting USMS.

Qualifications

Interested parties must possess a JD degree, be an active member of the bar in good standing (any jurisdiction) and have at least five years of post JD experience. Applicants must also have 1) specialized experience in FOIA matters; 2) excellent academic credentials; 3) strong oral and written communication and advocacy skills; 4) superior legal research and analytical skills; 5) experience in dealing with complex legal and policy issues. Experience at a law enforcement agency strongly preferred. Proficiency in computer-aided legal research and computer word processing is required. Occasional travel may be required for this position.

Requirements

Must be a U.S. Citizen or National. Must successfully complete a background investigation to include credit and tax checks, and drug testing. Selective Service registration is required, if applicable. Must be able to obtain and maintain a Top Secret security clearance. This position is a Testing Designated Position and is subject to random drug testing. May be required to successfully complete a trial period
