Summary
This position is part of the Department of War (DoW), Missile Defense Agency (MDA). Transfer of Function" (TOF) statement as this position will transfer to the Army in support of THAAD FMS.
Duties
- This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Budget Analyst at the NH-0560-3 broadband level, some of your typical work assignments may include: Ensures alignment and traceability of program/case requirements and agency financial execution structure. Manage day-to-day budget execution for assigned program/accounts Creates, reviews, obligates funding documents in accordance with approved spend plans. Analyzes productivity and burn rates across contracts, labor, and travel; actively manage funding structures and review requirements to ensure adequate funding availability. Acts as financial consultant to program managers and stakeholders; prepares financial status reports, analyzes data trends, and advises on funds status to resolve variances or shifting mission priorities. Engages directly with internal/external stakeholders, contracting activities, and foreign partners to align financial processes, respond to RFIs, and resolve complex execution issues. Gathers and maintains necessary documentation to support all internal and external audit inquiries
Qualifications
You may qualify at the NH 03 Broadband Level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS11 grade level in the Federal service as listed below and must meet 2 of 3 specialized experience listed below to be qualified: Experience supporting financial management execution (Spend plans, funding documents, multiple appropriation types, trend analysis), Foreign Military Sales (FMS)/Security Assistance Accounts (SAA) Case funding and execution, reviewing Letters of Offer and Acceptance (LOA) and other Foreign Military Sales (FMS) financial related activities. Experience in applying SAA and FMS appropriation characteristics, policies, and fiscal law to plan, program, budget, and execute financial resources; using automated data processing concepts in order to coordinate financial activities, ensure compliant documentation and reporting, reconcile and analyze data, and support effective funds execution across multiple partner nations and diverse program requirements. Experience working with and/or across functional organizations, stakeholders, and/or federal agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
