Duties

• As a LEAD FINANCIAL SERVICES TECHNICIAN (TITLE 5), GS-0503-9, you will perform broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements, using multiple procedures, processes and techniques to evaluate alternatives and arrive at decisions, conclusions and recommendations. Analyze diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive range of difficult financial technical issues or problems. Perform in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues. Analyze particular facts of financial transaction problems/issues, verify and evaluate data; obtain additional information to reconcile discrepancies or inconsistencies; and apply pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution. Perform research regarding many different and unrelated processes and methods relating to financial transactions for analysis of complex and unusual financial transactions.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current onboard Title 5 onboard Federal employees within the agency ONLY and interested in helping the Department of the Army meet our mission requirements as an Lead Financial Services Technician. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. NOTE #1: Must be Financial Manager Level 2 qualified within 2 years of employment. SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experience equivalent to the GS-7 grade level in the Federal service that includes knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; analyzing, validating, processing, and correcting military and civilian financial and travel pay transactions; applying regulatory guidance and using automated fiscal systems and processes to ensure the accuracy and validity of disbursements, collections, and adjustments to financial records; leading or coordinating team assignments, workload, and training; and performing financial analysis of accounting, logistics, pay, accounts payable, and travel entitlement transactions to resolve discrepancies, reconcile inconsistencies, and recommend corrective actions. TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in Title 32 excepted civil service accepts this position, he/she will be converted to Title 5 and will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition. INDEFINITE APPOINTMENT-State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), and selectee will receive an indefinite appointment (Tenure 3).
