PROGRAM ANALYST

Summary

You will serve as a PROGRAM ANALYST in the International Fleet Support Program Office (PMS 326) of NAVSEA HQ FIELD SUPPORT.

Duties

• You will assist in overseeing and developing assigned country programs and Foreign Military Sales (FMS) cases in line with the US Security Assistance mission to foreign partner nations.
• You will be responsible for managing, monitoring, and assisting in the planning and development of FMS cases as well as technical and programmatic execution of these FMS cases once implemented.
• You will work closely with the Navy International Programs Office (NIPO), USG Security Cooperation organizations in the customer country, and the USN infrastructure - including PEOs, NSWCs, and various contractors to develop FMS cases to fit policy.
• You will be responsible for likely several dozen assigned FMS cases regularly.
• You will continuously monitor conformance to these spend plans and programs schedules, working with support personnel/technical codes/leadership as well as the customer to resolve issues and ensure the customer country receives all goods/services.
• You will collaborate with internal PMS 326 business financial managers, contracting officer representatives, legal representatives, disclosure representatives, and leadership including senior civilian and up to USN Flag Officer representatives.
• You will maintain and grow technical profanity and familiarity with defense articles and services being provided to the foreign partner.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 grade level equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience with program integration management involving several organizations both from Government and the contractor community, for purposes of fielding naval systems and that management involves translation of technical and programmatic requirements into material and services solutions to fulfill Foreign Military Sales (FMS) customer requirements.
