Summary
You will serve as a SUPERVISORY PROGRAM ANALYST in the PMS 339 DIVISION of NAVSEA HQ FIELD SUPPORT.
Duties
- You will supervise and direct the efforts of a multi-sector, multi-functional team to provide expert and professional management, consultation, advice and assistance on Readiness and Life Cycle (LC) related training systems and programs.
- You will supervise, direct, analyze and determine priorities in the development and update of Ship Change Document and Integrated Logistics Support Human Systems Integration (HSI) reviews for surface ship acquisition and life cycle programs.
- You will design short and long term plans and strategies to conduct studies and data analysis to address manpower, personnel, and training deficiencies, and for use in designing or compiling metrics in support of fleet readiness.
- You will provide recommendations and assessments for surface ship manpower and training plans, programs, technology and review of modernization and planned advances to identify solutions to training program needs and requirements.
- You will establish procedures and oversee subordinates in analyzing and communicating survey results with DPAE M+S Program Offices and fleet training points of contact.
- You will participate with financial management experts to identify, document, forecast, defend/reclama program resources during all phases of the Planning, Programming, Budgeting and Execution System (PPBES) for readiness and life cycle programs.
- You will conduct comprehensive evaluations of ongoing functions to ensure that the organization and programs directed meet stated goals; identify areas where operational efficiency can be enhanced.
- You will provide subject matter expertise regarding MP+T processes, products and procedures to internal team, OPNAV, SYSCOMs, Learning Centers, PARMs, and SHAPMs, IAW latest policy throughout Modernization and New Construction Surface community.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector planning and analyzing information to validate, and present data for the acquisition of systems and allocation of manpower, budget, or other resources; preparing or evaluating technical documents for systems, programs and projects; evaluating, preparing, and submitting justifications for new programs. Basic training/experience with Artificial Intelligence (AI). Ability and proficiency to apply these skills to enhance mission readiness, operational efficiency, and team capabilities. Specifically, incorporate AI into daily tasking and/or into the development of training products and performance gaps.
