Summary

You will serve as a SUPERVISORY ADMINISTRATIVE MANAGEMENT SPECIALIST in the Administrative and Industrial Services Branch (Code 1102.2), Executive Support Office (Code 1100),of NORFOLK NAVAL SHIPYARD.

Duties

  • You will provide management and consultant services to assigned Shipyard departments in the development, implementation, and maintenance for administrative and management issues, personnel management, and departmental operations.
  • You will provide briefings, data analysis, and recommendations on a wide variety of personnel action issues and problems.
  • You will supervise and authorize RPAs related primarily to internal process but may also affect external hiring.
  • You will identify and provide for the developmental and training needs of employees, and listens to and resolves technical and administrative complaints.
  • You will research, review, analyze, and interpret OPM, DoD, and NA VSEA policies that impact personnel.
  • You will serve as a point of contact for the Equal Employment Opportunity (EEO) Office when questions arise regarding selections or dismissals.
  • You will direct the maintenance of records, statistics, and data related to personnel hiring such as vacancies, grade levels, and ceiling distribution.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience gathering, assembling, and analyzing facts to draw conclusions and devise workable solutions. Experience applying knowledge of the primary functions, organization, and work processes and programs of the various Shipyard departments, divisions, and branches and their relationships to other departments. Experience applying theories, concepts, and principles of personnel management. Experience selecting, directing, and supervising subordinate staff using staffing and position management programs, objectives, policies, and procedures for the conduct of administrative support functions. Experience applying qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency, and productivity of substantive administrative and technical programs critical to shipyard operations. Experience reviewing paperwork, directives and forms managements to effectively communicate both orally and in writing on major issues, program goals, objectives, work processes, and administrative operations of the Shipyard departments.
