Summary
You will serve as a SUPERVISORY SECURITY SPECIALIST (DIRECTOR) in the NAVAL AVIATION WARFIGHTING DEVELOPMENT CENTER of NAVAVNWARDEVCEN.
Duties
- You will be responsible for all personnel, physical, and cyber security for Naval Aviation Warfighting Development Center (NAWDC) for Collateral Secret, Special Access Programs (SAPs), and Integrated Joint Special Technical Operations (IJSTO).
- You will represent the organization in personnel security, information security, physical security, industrial security, and NATO security matters with foreign guests and staff.
- You will formulate and recommend personnel security investigative requirements.
- You will advise on personnel, information, industrial, and foreign disclosure security policies and related matters and the impact of security requirements on organizational missions.
- You will develop guidelines, procedures and other security related materials for use by operating officials.
- You will develop, direct, and monitor policy and procedures to ensure the Collateral, Secure Access Programs (SAP), and Top Secret/SCI programs within naval aviation are consistent with existing legislation and current higher commands.
- You will exercise overall technical and administrative supervision over the SAP Program, plans the work to be accomplished, integrating SAP into fleet planning, training, exercises, and operations.
- You will exercise of authority over planning, developing, coordinating and implementing required security policies and procedures throughout the command.
- You will oversee the management of personnel security requirements associated with SAP, including security briefings, indoctrinations, and debriefings.
- You will provide operational coordination required to conduct developmental and operational testing of SAP capabilities for NAWDC units.
- You will develop, implement, and support SAP security training geared to the unique needs of the cognizant security personnel of subordinate operational units or activities.
- You will plan and budget for program cybersecurity resources, ensuring compliance with established cybersecurity policy for all systems.
- You will maintain a clear and concise system to track current controllable and accountable SAP material.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Expert-level knowledge of Fleet Special Access Programs and the processes and organizations responsible for the oversight and management of those programs. Significant Navy operational experience and broad base of military knowledge, skills, and abilities in the four functional areas of security (Personnel, Physical, Information and Industrial) required. Must be able to provide training on this subject matter to workforce. Must demonstrate experience with SAP Foreign Access Requests and National Disclosure Policy (NDP-1). In-depth knowledge of Department of the Navy (DoN) Information and Personnel Security Policies, the National Industrial Security Program Operating Manual (NISPOM), the NISPOM Overprint, the Intelligence Community Directive/Standard (ICD/S) 705, 705-1, 705-2, the DoN Security Manual for Sensitive Compartmented Information (SCI), the Joint Air Force Army Navy (JAFAN) Manual 6/0, 6/3, 6/9, and Fleet Special Access Overprint, DoDM 5207.07 Volumes 1-4. Must be able to interpret, synthesize and direct application of each of these policies within the unique environment of Navy SAPs. Mastery of Navy SCI security procedures and requirements, GENSER collateral security manuals, policy guidelines, and directives related to the management and security of special programs. Must have a broad background and extensive knowledge of naval force composition, structure, operations and operational requirements; experience in fleet operations and security management; knowledge of the role of the Fleet Commander as a force provider to joint commanders. Must have previous experience and demonstrate proficiency with the acquisition process, capability and requirements development, testing, and Special Access Program security.
