About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. THIS ANNOUNCMENT IS ONLY OPEN TO CURRENT T2COM FEDERAL CIVILIAN EMPLOYEES (GS/GG).

Duties

• Provides quality assurance, evaluation, and advisory services for instructional systems and training programs offered by the organization.
• Monitors quality control measures to ensure the effectiveness of training and training development based on knowledge of adult-model educational learning theories, principles, methods, techniques, and best practices.
• Provides guidance and assistance to course managers and cadre in order to ensure compliance with accreditation requirements.
• Provides guidance to the course managers and cadre regarding the improvement, design, development, implementation, and documentation of training programs utilizing the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model.
• Prepares reports on training effectiveness to note best practices or recommend changes to curricula or methodology.

Additional information about transcripts is in this document. In order to be determined initially eligible for consideration for this position, you must meet the basic requirement described below. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1. Applying Analysis, Design, Development, Implementation and Evaluation (ADDIE) by demonstrating knowledge of theory and the principles, methods, practices and techniques of the instructional systems field. AND 2. Participating in evaluation of training and education program to determine effectiveness and efficiency of training. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GG/11.
