PROGRAM ANALYST

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - DBC/CYBER DEVELOPMENT DIRECTORATE (ID52).

Duties

• Plans, designs, and conducts studies and analyses of plans, programs, and projects to identifying solutions to problems associated with complex, long-term scientific and technical mission issues in the area of information systems security.
• Reviews program and budget proposals, acquisition plans, and strategic planning to ensure consistency with overall DISA and DoD goals and objectives.
• Develops and implements tracking systems and periodic reviews to measure progress in terms of milestones and resource utilization.
• Develops comprehensive spend plans for multi-million-dollar programs, executes funding, tracks obligations and expenditures and analyzes data in order to support overall program mission.
• Manages contracts by creating, executing, and analyzing contract for the purpose of maximizing financial and operational performance and minimizing risk.
• Maintains and applies current knowledge of legislation, national policy, political trends, and other factors which may have an immediate or a long-term effect on the mission.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience analyzing and advising on budgetary and financial management issues (e.g., PPBE, budget formulation, execution); OR Utilizing cost-benefit or trend analysis to recommend resource realignments and resolve funding conflicts; OR Developing and implementing acquisition strategies in accordance with federal and DoD policies. Education

There is no substitution of education for the qualifying experience at the GG-14 grade level.
