Summary

About the Position: Serves as a senior HR Specialist performing operational assignments in CHRA. CHRA is responsible for operational HR effectiveness worldwide to include establishing and maintaining standards and measurements, total quality management, organizational development and workforce utilization for the Army's delivery of civilian personnel administrative services.

Duties

  • Advise managers or employees on policy changes that affect recruit and/or pay processes.
  • Execute all appropriate steps and procedures to properly process personnel actions in accordance with the Guide to Processing Personnel Actions.
  • Investigate and respond to a variety of routine and complex written inquiries regarding recruitment production.
  • Perform audits on completed civilian personnel actions to identify the source of errors.
  • Advise hiring managers regarding recruitment strategies for attracting the best qualified candidates.
  • Research personnel regulations to recommend solutions in questionable areas.
  • Effectively communicate with team members to provide direction, guidance, and training.
  • Provide constructive feedback to team members on ways to improve the performance or quality of their work.
  • Share knowledge with peers regarding precedent decisions that impact human resources actions.
  • Analyze statistical data to identify problem areas and make sound recommendations to the command.
  • Prepare daily and weekly production and workload reports.
  • Direct, manage, and track program data and statistical information in support of the organization's operations.
  • Access automated systems to obtain information required to effect changes in personnel records.
  • Utilize production reports to stay abreast of work production to sustain a level of accuracy and timeliness of fill-time on all types of personnel actions.
  • Analyze serviced organizations for productivity and efficiency and provide recommendations on the most effective position/skill mix and organizational structures.
  • Provide technical advice to support others in accomplishing personnel actions processing.
  • Advise peer team members on mission objectives as they relate to recruitment goals or customer service.
  • Develop creative ideas for implementing hiring reform that shorten the time to hire.
  • Advise co-workers on steps required to process complex personnel actions.
  • Mentor lower graded employees to assist them in achieving their individual career goals as well as supporting organizational objectives.

Specialized Experience: One year of specialized experience which includes 1) Interpreting and applying Federal civilian recruitment and placement guidance to provide advice to hiring managers; 2) Conducting job analysis for General Schedule, Federal Wage and/or Lab Demo System positions; 3) Developing job opportunity announcements, reviewing applicant qualifications, and referring eligible candidates for employment consideration using an automated hiring system (such as USA Staffing); and 4) Calculating and setting pay for internal and external selections in accordance with Federal civilian pay regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
