Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1FBAA US MILITARY ACADEMY.

Duties

  • Advise managers and/or employees regarding personnel security investigation and clearance procedures.
  • Ensure classified information/material is handled (reviewed, downgraded, destroyed) in accordance with appropriate directives.
  • Provide security trainings/briefing to ensure personnel are knowledgeable in all relevant security disciplines.
  • Maintain security records/databases, which may include personnel security clearances, annual security trainings, foreign disclosure requests, or security contracts (DD 254).
  • Conduct preliminary inquiries of potential violations to determine the appropriate preventative measures.

Qualifications

THE ORGANIZATION IS HIRING FOR ONE POSITION AT THIS LOCATION. THE POSITION WILL BE HIRED AT THE GG-09 LEVEL WITH THE FULL PERFORMANCE LEVEL (FPL) OF GG-11. You may be promoted non-competitively to the next grade level upon meeting the following requirements: (1) Satisfactory demonstration of the ability to perform at the developmental/target grade. (2). If there is higher level work at the developmental/target grade level. (3) Recommendation for promotion by supervisor. (4) Satisfactory completion of all required training. (5) Completion of all DCIPS regulatory requirements for promotions. Consequently, promotion(s) are not guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as experience: Assisting higher graded security specialist(s) in administering a multi-discipline security program which included one or more of the following security disciplines: information security, personnel security, industrial security, sensitive compartmented information security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). OR A Master's Degree or equivalent graduate degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. (NOTE: Transcripts must be submitted with application). OR 2 full years of progressively higher level graduate education leading to such a degree OR A Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (18 semester hours) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (NOTE: Transcripts must be submitted with application). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
