The primary purpose of this position is: To function as the installation's testing program manager and educationaladvisor. Responsible for oversight and administration of the Air Force Military Personnel Testing System (AFMPTS)and Voluntary Education Testing Program.

Duties

  • Counsel's military personnel, dependents, and eligible civilian personnel on military and academic testing programs and provides advisement on career development and voluntary education programs. Manages and administers the installation level testing programs, which include all military tests (WAPS, CDC, EDPT, TBAS, AFRAT, HAZMAT, etc.), the Credit-by-Exam program (CLEP/DSST), civilian testing programs, such as FAA and Pearson Vue testing, and any other required tests IAW with applicable directives. Manages the Foreign Language Proficiency Pay & Bonus (FLPP/FLPB) programs. Ensures all requirements for FLPP/FLPB eligibility are met in accordance with applicable directives. Administers military personnel tests for mission-specific requirements related to procurement, aptitude, promotion, proficiency, and qualification standards. Performs a variety of administrative support duties for the Education & Training Section.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. 1. Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. 2. Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. 3. Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. 4. Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. 5. Teaching methods: Study of teaching strategies and learning styles of the adult learner. 6. Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. 7. Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. 8. Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You MUST submit copies of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes counseling personnel on academic goals, degree curricula, and test applicability by applying advanced adult and secondary education theories; advising service members on career progression paths and the career impacts of standardized military personnel testing programs; securing Controlled Test Material (CTM) by strictly enforcing federal regulations for receipt, storage, handling, transport, and certified destruction; administering and auditing Airmen's educational and personnel records with 100% accuracy using Air Force Automated Education Management System (AFAEMS), Military Personnel Database System (MilPDS), and Case Management System (CMS) databases; collaborating across diverse military, civilian, and technical populations to build strong collaborative networks and program support; developing high-visibility publicity materials and delivers professional informational briefings to diverse audiences. OR EDUCATION: 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: ???????A combination of progressively higher-level graduate education and experience may be used to satisfy the specialized experience requirement for this position if the computed percentage of the education and experience is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: ??????? Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements. Professional knowledge of college degrees, curriculum, and education theory and continuing education practices. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS. Skill to access, input, analyze and modify automated data impacting testing programs' adequacy and/or deficiencies and accuracy of testing-related data. Ability to utilize counseling principles, concepts, and methods to advise individuals on the applicability and availability of various testing programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
