Summary

About this position: Incumbent serves as Chief, Regulatory Division with full responsibility for administering and enforcing the U. S. Army Corps of Engineers Regulatory Program in the Norfolk District. The program is directed toward improving and enhancing the physical, biological and chemical integrity of the nation's water resources and ensuring that regulated activities in these waters are not contrary to the public interest, considering environmental, social and economic concerns.

Duties

• Plans, directs, monitors, executes and supervises the District Regulatory Program
• Manages the program in compliance with governing public laws, regulations, interagency agreements, and policies of higher headquarters
• Supervises major functions which consist of permit processes (application evaluation, permit compliance and permit modification), enforcement processes (where there are unauthorized activities) and programmatic initiatives and requirements
• Serves as senior technical advisor and consultant to the District Engineer and staff concerning all regulatory matters.
• Represents the District Engineer and renders technical advice and guidance on unusual, controversial or complex problems.
• Exercises delegated resource management authority personally and through subordinates (supervisory and non-supervisory) to promote productivity, effective program and resource management, and high morale:
• Uses subordinate supervisors to direct, coordinate or oversee work of non-supervisory employees
• Directs a significant segment of the Corps Regulatory Program and determines long-range manpower requirements.
• Exercises management responsibility for assuring the availability and adequacy of general program training and facilitates the development of special seminars based on program needs and developments.

Additional information about transcripts is in this document. Basic Requirement for Supervisory Environmental Scientist (0401) or Supervisory General Biological Scientist (0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Supervisory Physical Scientist (1301): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: Managing, directing, or executing a comprehensive environmental regulatory program administering federal statutes governing water resources ; AND/OR monitoring of complex permits for work or structures in waters of the United States and adjacent wetlands; AND/OR Exercising managerial or supervisory oversight involving program execution, budget formulation and fiscal tracking, long-range manpower and workload planning; AND/OR Providing consultation and policy guidance to senior leadership, legal counsel, and external stakeholders on highly complex, controversial, or sensitive environmental, aquatic resource, or navigation-related actions. This definition of specialized experience is typical of work performed at the next lower grade/level position of the federal service (GS-13).
